I'll pass this on to our system administrator. What's happening is that Cloudflare (which protects the Audacity websites against malicious attacks) is blocking your access for some reason. For Cool Edit ".scp" files you need either Cool Edit or Adobe Audition.
SCP files are written in a scripting language developed by Syntrillium specifically for Cool Edit. Cool Edit was bought by Adobe and renamed "Audition".

To concatenate audio files:

1. Import the files
2. Select All ("Ctrl + A")
3. "Tracks menu > Align > Align End to End"
4. Export.

Apple are now insisting that apps are digitally signed with an certificate issued by Apple, and notarized. This makes it rather difficult to distribute builds of open source software.
