If it's the same issue, quit Audacity, then double click on the AUP file.

If you get to know when the PPA version is fixed, please do let us know. I don't want to be telling people that it doesn't work when it does

The ubuntuhandbook1 PPA build of Audacity is incomplete. Please report it to the PPA maintainer.

For a working version of Audacity I suggest that you go back to the Ubuntu repository version.
(Uninstall Audacity, remove or disable the PPA, refresh the package list, reinstall Audacity)

You shouldn't need to adjust your firewall.
Error 522 indicates that the request has timed out (temporarily unavailable).
I've just checked the site and it is working for me. I'd suggest that you give it another go.

Funny as in deeper and slower. I was able to change the speed by 106.9% to correct the problem.

Are you sure that the correct amount isn't a speed change of 108.84 ?
