Try:

1. rebooting the computer,

2. Then remove the files:
audacity.cfg
pluginregistry.cfg
pluginsettings.cfg

3. Then try starting Audacity.

What's in your Macro? If you look in ~/.audacity-data/Macros you will see a bunch of .txt files. These are your Macros. To make it work:
1. Click on the upper track so that the track is selected.
2. "Tracks menu > Mix > Mix and Render"

Then try the effect again.

This would permit the renaming or relocation of projects without breaking.
That shouldn't be a problem once we have the new format. It will be a single file that contains the entire project, so it will be impossible for the audio data to get lost.

Questions about using Audacity are generally best on the appropriate "OS" board. The sound system on Windows is quite different from Mac or Linux, so you need an answer that is specific to Windows.
