There's not a great deal you can do as the "source material" is badly damaged. You may be able to achieve minor improvements with Eq, but you're unlikely to gain significant improvement. For occasional digital clipping, there is a feature in Adobe Audition, but I've never seen anything sim...

Easiest way with Windows and a Sound Blaster card is to select "What You Hear" or "Wave" as the recording source.
Other sound-cards may have something similar.
Macs don't have this, so you'd need to find a work-around.
