Go to "Edit->Preferences->Audio I/O" and make sure that "Play other tracks while recording new one" is selected.

Try increasing the audio buffers (Edit->Preferences->Audio I/O) and see if that improves it.
Note, if this fixes it, you may also need to change the "Latency correction" to get the recorded tracks to line up correctly.

Use Audacity 1.3.4 beta rather than 1.2.6
Use the "Zoom" tool and the "Time Shift" tool to precisely locate your clips.

Try using "ALSA Default" as the playback device instead of OSS
(select it in "Edit->Preferences->Audio I/O")

OK, now is that a USB turntable, or a USB interface with a conventional turntable?
