You need to select the correct device in "Edit->Preferences->Audio I/O" Note that Audacity does not support ASIO drivers, so you must use WDM. Exactly what settings other than the above depends on the drivers, so you will need to consult the Phonic manual, or contact their support, unless ...

My guess is a fault with the ION turntable A/D USB interface. You could try plugging it into a different USB socket on your computer, or if it's under guarantee sending it back to the shop for exchange.
