Only after you have recorded it. Audacity does not support real time effects.

I think that Audacity will record at the project rate, but if you import audio, then the sample rate is kept the same and only converted for playing (not changing the actual imported data). Audacity will create new data files as needed to cope with your edits. If there is some data in both the old and the new files that is needed for the project, both will be saved in the project. The performance is very similar at high bit rates and some say MP2 is more resilient to data errors than MP3 (hence it's use in broadcasting).
