Quite possibly a data bottleneck somewhere - what sort of stream are you trying to record? If it's Real Audio you could use "Realaudio-to-Wav Recorder" to capture the audio, then open the downloaded audio in Audacity for editing.

It probably is an easy fix, but you've not given enough information to pin it down (laptop or full size pc? on-board audio, soundcard or usb device? etc.) Probably the first place to look is in the Windows Mixer. I did try it and the audio came out as I predicted. A tempo and pitch correction is needed. I think that you are probably trying to change the project rate (step 4) in the wrong place - it's the number in the "Selection Toolbar" that you need to change. ... just a sec, I'll make a screen ...

Check in the Windows Mixer and see if there is a balance/pan control there that is affecting it.
Failing that it could be a driver issue, so it would be worth checking to see if there is an updated driver available.

2) Convert to mono if necessary
3) Set the project rate in the "Selection Toolbar" to the desired sample rate (16000 Hz)

Are you sure that it is freezing rather than just taking a long time?
