It's not actually a bug, at least not in Audacity. MP3 encoding is done outside of Audacity with LAME, but I don't think the problem is with LAME either. The problem is that applications and mp3 gadgets will try to estimate the length of a track from the file itself, but they often have trouble with...

To adjust the recording volume, use the "Windows Mixer", (or if your sound card has its own mixer icon in the Sys Tray, use that), rather than the Audacity recording level slider. Many sound card drivers do not respond to the Audacity controls.

Try Exporting as "CBR" MP3 (Constant Bit Rate), rather than the default "Variable" Bit Rate, and see if that solves the problem.

The menu layout has changed a bit (for the better) in v.1.3.x
Most of the "Project" menu functions are now in the "Tracks" menu.
"Quick Mix" is now called "Mix and Render"

Just to confirm: "Change Tempo" (without changing pitch) is in the "Effects" menu for the Windows 1.3.4 version, but it is sadly missing in Linux v.1.3.4
