While the playback is STOPPED, you can click on a track (with the selection tool) to set the playback start position.
You can also zoom in and out using the zoom tools so that you can see as much or as little of the tracks as you want.

Microsoft PCM WAV files should import perfectly, but WMA is not supported so you would need to use a standalone converter such as SUPER to convert WMA files to WAV.

Well, what are you trying to record? If you're set to use the Line In, then you should have something plugged into the Line In. If you don't, then I'd expect silence. I'm guessing you're trying to record the speaker output. In that case, you need to select the 'Stereo Mix' or 'What U Hear' or 'Wav ...
