While the playback is STOPPED, you can click on a track (with the selection tool) to set the playback start position.
You can also zoom in and out using the zoom tools so that you can see as much or as little of the tracks as you want.

Well, what are you trying to record? If you're set to use the Line In, then you should have something plugged into the Line In. If you don't, then I'd expect silence.
