You are using a Windows operating system? Have you tried switching off dithering? Have you checked that you are not causing clipping when using the effects? What sample rate are you using? All these things can have an effect. I shall again ignore your rudeness but advise you that other forum members...

It's not that the Sigma Tel is not compatible, it's that on (some) motherboards that have the Sigma Tel on-board, the drivers offer limited functionality - namely that recording "Stereo Mix" is often disabled. If you are using a USB turntable, this does not use the sound card for recording...

Check in the sys tray first (bottom right hand corner) and disable all non-essential items that are running in the background and make a note of what they are - you may want to check on Google to see which ones you want to permanently uninstall. You may also need to tell Windows to show hidden items...

In reply to a similar posting recently stevethefiddle advised that you can sometimes improve this by changing the tempo in smaller stages rather than all at once. Ubuntu 8.04 (Hardy Heron) now uses Audacity 1.3.4 with JACK support, but it is very flaky and has quite a lot of bugs. I'm not sure what the best solution is - wait until they fix it? build it yourself from the source code? install a deb package? use the Windows version in WINE? .... (any other idea...
