I think the link in the Help menu is just a dummy (left over from when the help files were included). The easiest thing is just to make a desktop shortcut, or one in your start menu. Try Audacity 1.3.4 instead - it's a much enhanced version and 1.2.x is very old now.

Correct me if I'm wrong but Digidesign Core audio doesn't use ASIO drivers....and even if it did....licensing issues? Everyone uses ASIO...why would licensing issues cause a restriction on Audacity to use it? Digidesign uses ASIO by default on Windows (though it can also use "Wave drivers"...
