Also, it may be worth trying to eliminate the possibility of it being anything to do with the USB device (they are well known on the forum for causing all manner of peculiar problems). I have 0 latency correction, since I never needed to make it correct. Yet the tracks get shifted if there is some playback. I'm using Audacity 1.3.4 on Linux, and that does not happen.
