I don't know your CD burning software, but it must be set to record an "Audio CD", not a "Data CD".

Try muting the microphone input in your operating systems mixer application.
Microphone inputs are notorious for creating hiss.

Check in "Edit > Preferences > Audio I/O".
"Software Playthrough" should be disabled.

Download the lame encoder from the link on the main Audacity website. Unzip it onto your hard drive - it's not particularly important where, but you need to know where you have unzipped it so that you can direct Audacity where to find it.
