The problem is that the "EQ_toolbox_78rpm.xml" file uses the wrong kind of line endings for macOS and Linux ("CRLF" instead of "LF"), and that is causing the conversion to fail.

The problem is not due to you doing anything wrong. There's something strange about that XML file that is causing the problem.

Ubuntu Studio 16.04 reached it's "end of life" on April 25, 2019. It is now obsolete and no longer supported.
Installing Audacity 2.4.2 on Ubuntu 16.04 will be extremely difficult because Ubuntu 16.04 is too old.

What's the work-around? The bug does not affect what the effect does, it's just that the units are incorrect. Example: If it says "Normalize [RMS] to [-20] LUFS", then the units should be "dB", and the effect will correctly normalize to -20 dB RMS. What's the work-around? Switch...

Please try this:
1. "Help menu > Diagnostics > Show Log"
2. Click the "Clear" button.
3. Attempt to convert the XML following the previous steps.
4. Save the log somewhere convenient
5. Attach the log to your reply.

there is 2 jack one for the sound one for the micro, and yes it was connected and enabled as default microphone as you can see on the screenshot.
