In the current versions of Audacity, this does not work. Just put them in a folder anywhere and make a link somewhere convenient. Once you have been using Audacity for a couple of weeks you probably won't need the help files anyway. Hopefully version 1.4 (when it is released) will have the help file...

If possible, record as WAV, edit in Audacity and Export as WAV so that you have a high quality recording, then Export an MP3 version as the last step. I'm somewhat surprised by that "1-2 second delay" - "software playthrough" causes a noticeable delay, but if that is already off then it's a bit of a mystery. It may be worth giving Audacity 1.3 (beta) a go - it's considerably more up to date than 1.2.6.
