When Audacity has been built with Jack support, and Jack is running, then the "host" setting give options of "ALSA" or "Jack Audio System" (Jack must be running before launching Audacity).

Audacity is opening files with bottom(rears) at unequal levels.

Perhaps those channels are at unequal levels in the file.
Why do you think they should be identical?

Because it's one of the shipped plug-ins, it's in the Program folder.
On 64-bit windows with a default installation, it will be in:

Strange, but version 2.4.1 was installed through updates.

Not through an official Ubuntu update.
Perhaps you can get 2.4.2 from the same place that you got 2.4.1 from. Alternatively you could build Audacity from source as kmod suggested.
