It's probably a Windows Mixer setting that needs changing.

This may not be exactly the same as your computer as it depends on what sound card you have, but it may give you a clue about how to fix it.

Try G-verb instead, I think it is in the LADSPA plug-in pack available from the main Audacity web site. Plug in the USB first. Make sure that Windows has recognised it.
When that is done, open Audacity.
Look in "Edit > Preferences > Audio I/O" and select the USB device as the Recording input, and your sound card as the playback device.
