I would never expect Audacity to exit when I only close a file. In most situations it is a big advantage to close Audacity in between sessions. Not as far as I know, but Ctrl+Z will undo the cut if you don't like it.
Also Ctrl+Shift+Z will redo the cut if you change your mind again.

It looks like Digidesign also offers MME drivers, which should work. It is not as straightforward as it may at first appear. In order for it to work, the 003 has to be aware that a program is trying to access it so that it can switch to "Working" mode. This appears to be done via Direct X...
