Yes that's normal.
Under the hood, both "Graphic EQ" and "Filter Curve EQ" are FFT filters. In effect, they are both 180 band Graphic EQs, but with more convenient interfaces.

Apparently, this one is from Apple's flagship DAW "Logic Pro":

Try changing the "Project Rate" in Audacity (bottom left corner of the main window) to 48000 (the same as Jack).
