I've noticed that this issue can sometimes be created by rapidly clicking (more than 2 clicks) on the launch icon, resulting in 2 or more instances of Audacity trying to open simultaneously, and creating a kind of logjam, where the program appears on the task bar, but can not be opened or maximised....

Use Audacity 1.3.x (beta) - there are a number of tool that may help, including "Change Tempo" and "Change Speed" effects, the "Transcription Toolbar", and "Tempo Track".
