Yes, there seems to be an issue here - it is the same on Linux. When the default project rate is set to 24 bit, it will not import 16 bit files correctly.
The workaround is to make sure that the default project Quality is set to 16 bit or 32 bit before importing 16 bit files.

You record samples from the heavy metal band, then edit them in a sample editor and load them into a sampler, then create a midi sequence of the slow calm track in a suitable midi sequencer, then play the sequence back through the sampler, with the samples associated with the appropriate midi events...

This feature is very useful for some people.
To export tracks without any change in pan position or volume - do not adjust the pan or volume. The default is Pan Centre (no change) and Gain 0dB (no change).

It all depends on how you want to change the sound - there are many effects that will change a voice in different ways. Also many plug-in effects available for download from the main Audacity site. I think the best thing that you can do is to play with them and discover what they can do.
