The tone generator is accurate to at least 0.001 Hz and probably much more.

However, on some tapes different 'tracks' have very different volume levels, and I would like to set them all constant. The brute force way is to select each individual section and normalize. Normalizing songs to the same value will not necessarily make them sound the same loudness. For example, if...

No - there's no difference (or at least none that you will notice). Not all audio device drivers support Audacities input selector, however, on XP selecting the input explicitly from Preferences gets round this limitation.

You could try using the "Silence Finder" from the Analysis menu in Audacity 1.3.x, and then exporting the resulting label track. This may or may not help you.

Try playing the file before you export - the mix should sound the same. (I think I may remember something in Audacity 1.2.6 about "muted" tracks not being muted in the mix, so if you have a problem with muted tracks, try using Audacity 1.3.x beta).
