No. This is a requested feature but has not as yet been implemented.
You can however make your recording and then delete silent parts after you have finished, using the "Truncate Silence" feature that is available in the Effects menu of Audacity 1.3.5

My tests on this issue (on Linux) indicate that it either works or it doesn't. Some days I will export as MP3, and the exported format will be exactly as I have set it, whether that be VBR, CBR, and whatever bit rate I have set.
