Usually entering a higher precision number manually will work, even though the effect does not "remember" the number.

See if you can record anything with Windows Sound Recorder.
Both Windows Sound Recorder and Audacity use Windows drivers and not ASIO drivers, so this may help narrow down the problem.

what's your set-up? is USB involved? what works and what doesn't? .... more info please.
