Noise removal does not work well in chains as the noise profile should match exactly the noise present in the specific sample. Select the beginning (blank) part of the track(s) and press Ctrl+K to delete.

Use the "time shift" tool to move the clips left or right. The time shift tool looks like a double headed arrow pointing left and right.

Usually entering a higher precision number manually will work, even though the effect does not "remember" the number.

See if you can record anything with Windows Sound Recorder.
Both Windows Sound Recorder and Audacity use Windows drivers and not ASIO drivers, so this may help narrow down the problem.
