Since you are getting red and green on the meters, I suspect that that flat line is not as flat as it looks. Try selecting the track, then use "Normalize" from the Effects menu and let me know what happens.

Firstly check the tape player. There is a pinch roller that regulates the tape speed, this gets dusty, hard and shiny over time. Your recording level is way too loud. You need to go to the Windows Mixer (loudspeaker icon near the system clock), find the record level settings and turn the record level down.
