I'm guessing you guys are using Windows.
Open the Windows Mixer (loudspeaker icon near the system clock).
Go to the "Recording" section
Change the recording input from "Mix" to "Mic" (if you are using the Mic input, or "Line" if you are using the Line input).

Audacity does not support VOB files - as it says a couple of posts earlier, if you want to use VOB files (or any other unsupported audio format) you must convert them to a supported format first.tarvid wrote:File, Import, Audio, VOB file - seg faults.

I'm no expert with Reaper, but I believe it should work (in Reaper) if you use the ASIO4ALL driver.

I do get sound and music from some programs, but doesn't generate any sound. I'm not sure what you mean in this sentence. I'm trying to get a mental picture of what works and what doesn't. Does VLC play ALL of your music files? If you Import an audio file that plays OK in VLC, does it play in Audac...

Do you mean that "playing other tracks while recording a new one" is not working?
If so, Click on the Edit menu and select "Preferences", then on the "Audio I/O" tab, select "play other tracks while recording a new one"
