In the Edit menu, select "Preferences" and on the "Audio I/O" tab switch off "Software playthrough".

Try setting the default Quality settings to 16 bit, 44100 Hz and see if you still have the problem (Edit > Preferences > Quality).
You can also try zooming out to show the entire track so that Audacity does not need to scroll while it plays.

Try using Audacity 1.3.5 and make sure you start a new project each time you want to edit a file.

First off, If you use Firefox, then try running Audacity with Firefox closed (there appear to be some Firefox plug-ins that can interfere with Audacity). Some on board sound cards do not have a "Stereo Mix" option. Go into the Windows Control Panel and open the "Sounds and Audio Devices" section. Have a look in there to see what options are available with your hardware. If you are using Vista, see here: http://audacityteam.org/wik...
