For most applications, you can set Audacity to record "What U Hear" / "Stereo Mix" (providing that this is supported by your sound card)

In Audacity 1.3.5 you will see the current play position time in the "Selection Toolbar" (by default at the bottom of the Audacity window. It is not BIG as in Audition/Cool Edit Pro, but it is there.

Apologies - I'm not a Vista user, so I'm just guessing.
Try selecting the "Stereo Mix" in your picture and see if you can get it to show "Properties" - you may need to adjust the recording level.

Audacity is an excellent free multi-track recorder and editor, but as with any other software, if the signal that you are recording is noisy, or poor quality, then you may not be able to get very good results.
