Use the "Time shift" tool (double headed arrow) to slide the audio left/right along the track.

You need to also have LAME installed for MP3 export.

"Import" the OGG file into Audacity, then "Export" as MP3.
Note that MP3 is a "lossy" format, so there will be some loss in sound quality when you do this.

MP3's always have a short bit of silence at the beginning, which is why they are not very suitable for loops. Audition supports CEL format, which is a variation of MP3 that does not have this drawback. Audacity supports Ogg format which also does not have this limitation. Also non-lossy formats such...

It's much easier to install Audacity in Ubuntu with the package manager than to build it from source.
I would recommend getting Audacity 1.3.5 from the Ubuntu Intrepid repository if you are using Ubuntu 8.04 or later.

The recording process from vinyl seems to work properly (stereo 44100 Hz) but when I save project it produces a hundred little 1MB files Audacity projects are NOT audio files. It would seem that an audio output is somehow getting back into an audio input. My "most likely" guess is that there is still some input / output combination in the Mixer/Control Panel for your sound card, or you have some sort of "Environmental Effect" enabled in your sound card...

One word of caution about second hand tape decks. If the heads are worn, the sound quality will suffer a great deal, and the replacement costs of tape heads can be very expensive.
