The issues that you are asking about are way beyond me, but I did find that many of the instability problems of the "official" Hardy build were solved by upgrading Audacity to 1.3.5 (Ubuntu Intrepid build).

Audacity 1.3x is absolute garbage on my system. It is incredibly instable and .... I had the same issues with Audacity 1.3.4 (the current Audacity build for Ubuntu 8.04 hardy) I'm using Audacity 1.3.5 ( Ubuntu Intrepid build) and it is MUCH better. A couple of ideas come to mind:
Try rebooting the computer.
Have you / can you disable the on board sound card in BIOS?
Try a different sample rate/bit depth (Edit > Preferences > Quality)

If you use Audacity 1.3.5 you can use "Split" from the "Edit" menu to cut the audio into pieces, then use the "Time shift tool" (double headed arrow) to slide the "clips" left/right to where you want them. When you "Export" the audio, the clips will ...
