I mean, if you want that the pitch of the selected segment will bend X notes up/down? Install ALSA if you have not already, then set the recording and playback devices to "ALSA default".
If you have JACK installed, make sure that it is not running as that is likely to cause problems.

Do you mean that you want to record the ION TT with one program, and at the same time you want to edit a different audio file with Audacity? If so, then yes it is theoretically possible, but you should not be surprised if one of them messes up - most likely the recording. Editing and recording audio...
