Follow the links in the Audacity wiki (link at top of page) for downloading LAME.
Occasionally the download may be unavailable for short periods, so if the link does not work one day, keep trying.

You maybe exporting in a variants of WAV format that is not supported on your computer.
Make sure that you export as "16 bit 44.1 kHz Microsoft PCM stereo WAV" - that format is supported by just about everything.

That's not a plug in that I've come across (could you be confusing Audacity with Audition?), but you can create this effect manually by duplicating the track several times (Ctrl+D) and using the high-pass and low-pass filters to separate the frequency bands.

In Audacity 1.3.6 you can do "stereo to mono" in a batch, but that produces a mix of left and right channels.
