You could use the Compressor effect that s built into Audacity, or you try this excellent compressor plug-in: http://pdf23ds.net/software/dynamic-compressor/

That is likely to give disappointing results.

Turns out there is a way to force Windows Sound Recorder to go over 60 seconds, but it's beautifully painful.
