Yes it can.
In Audacity 1.3.x it is very simple to change the Export format - you just select the options that you want in the Export dialogue.

I've not got Audacity 1.3.6 installed at the moment, but this may be a side-effect of the new "Linking" feature. Try switching off Linking and see if that fixes it.

Controls are all turned up. Could you specify which controls are turned up. You can launch Audacity and click once inside the red recording meters. Audacity will not go into record, but it will turn the meters on so you can adjust the sound. Doesn't work, as soon as I press the red button audacity ...

But if you can remove the vocals, doesn't that imply that you can isolate them as well? Once you have the two tracks, left and right, of just instruments, couldn't you invert them and add them to the original left and right tracks, leaving just the vocals?
