Yes it can.
In Audacity 1.3.x it is very simple to change the Export format - you just select the options that you want in the Export dialogue.

I've not got Audacity 1.3.6 installed at the moment, but this may be a side-effect of the new "Linking" feature. Try switching off Linking and see if that fixes it.

Controls are all turned up. Could you specify which controls are turned up. You can launch Audacity and click once inside the red recording meters.
