It sounds like you have a bad earth connection somewhere, or have unshielded cable connecting the sound source to the sound card - somewhere along the line you are picking up "mains hum" interference.

The recorded data will, if necessary, be resampled to the format that you have selected. I think that this is normally handled by the sound card driver rather than by Audacity. You could try SUPER from erightsoft - it is a free format transcoding program for Windows.
If SUPER is able to open the file, you should be able to output from SUPER as a correctly formatted WAV file.

As Koz says - the "Envelope Tool" is the right tool for the job. You can get the envelope tool by pressing the F2 key - Press the F1 key to go back to the normal "selection tool".
