Audacity can Import and Export WAV files. Audacity is not a specialised looping program, although some ability to use loops in Audacity is possible. Audacity is a reasonable tool for editing loops, but for working extensively with loops you will find that Audacity is quite limited in this department...

"Change Tempo" will change the speed but will (try) to keep the pitch the same. You will notice some loss in sound quality with this effect.

"Change Speed" changes both tempo and pitch (just like playing a record or tape at the wrong speed).

Yes, there is often a small change in the length of the processed audio with this effect (a limitation of the algorithm that is used). The workaround is to copy the section that you want to process onto a new track (select the note, then press Ctrl+D). Then process the note that is on the new track....
