"Change Tempo" will change the speed but will (try) to keep the pitch the same. You will notice some loss in sound quality with this effect.

"Change Speed" changes both tempo and pitch (just like playing a record or tape at the wrong speed).

Yes, there is often a small change in the length of the processed audio with this effect (a limitation of the algorithm that is used).
