You most likely have an incompatible VST plug-in installed on your computer. My recommendation is to not use VST with Audacity, and to stick with LADSPA and Nyquist plug-ins (which are free and plentiful). Limited AC3 support should now be available through FFmpeg, which is supported in Audacity 1.3.6 I think this is still quite experimental. There are licensing issues with the AC3 format, so full suport may not be possible within open source software. An alternative is to use the free SUPER converter...

I'm on Ubuntu 8.10 and Audacity can be installed through synaptic without JACK. Intrepid has Audacity 1.3.5, and in the absence of JACK it seems to work fine.
