There is a marginal improvement in quality when using 32 bit. The turntable must be connected to the computer and recognised by Windows before you start Audacity.
Try rebooting (with the turntable connected to your computer. Allow Windows to fully boot up, then open Audacity and look for a USB recording device in the Audio I/O tab of the preferences.

I swear the Mac versions of Audacity have "Magic" problems. Something odd goes wrong and it slows down production.
