Try setting up Audacity to use "MME" as "host" and "Microphone Array (Realtek R Audio)" as the recording device in the Device Toolbar.
Try recording.
If it records as a flat line, try applying the "Amplify" effect with default settings.
What happens?

If the pre-amp that you were using previously has a ground connection, you could try connecting that to the ground connection on the UFO-202 and see if that reduces the amount of buzz. My guess was the "Monitor level control", which is item "5" on page 4.

I rarely use Windows, so for the benefit of other Audacity users, perhaps you could post step-by-step instructions for how you disabled IME.

I was just surprised to see the Punch Copy/Paste and Punch Paste plug-ins in the Tools menu as they've always been in the Effects menu. I should have mentioned that change. Pleased that you found it, and hope that it did not cause you too much bother. I also updated the code to the current version....

You got me. I configured Windows for typing in Japanese. Mystery solved :) It's a bug that Microsoft introduced in a recent update.
