But first, can u help me to resolve the problem i had mentioned earlier......? I can tell you what is causing the issue, but resolving it is another matter, and quite tricky if the computer is not on the internet. Applications will frequently use other files and modules that are commonly available....

True 1.3.x is beta software, but it is pretty mature and has few bugs that can be worked around quite easily and is well on its way to version 1.4 (stable). Did you delete the audacity.cfg file?
When you next started Audacity, were you prompted to select your language?
Do any of the drop down menus drop down?
