Just had another thought - perhaps the recording was made using a 16 bit sound card.

When I record in Audacity at 32bit float or 24bit, a close examination of the wav-form shows it to be 16bits padded to 24bit. How do I (we) know? The best way to split MP3s is with another free program "MP3 split" http://mp3splt.sourceforge.net/
Unlike Audacity, it can split MP3s without having to decode and then re-encode them, so not only is it faster, it also requires much less disk space and the sound quality is better.

Apparantly audacity mutes my sound card whenever I start it. If you are using a USB audio device, then that will cause changes to your sound system, or to be more accurate, Windows will change your sound system settings if it detects a USB sound card.
