You can download Audacity by following the links from this page: http://audacityteam.org/download/
Take care that you download the correct version, and that you download Audacity and not a completely different product (the download site is Advert supported).

I think that this is one of the hardest things that a casual user of Linux will come across, and it really is not the fault of the Linux developers. By default the Metatag Editor will pop up each time a file is exported. This gives you the opportunity to edit the tags if you so wish. If you have turned this feature off, you will need to go into preferences (from the edit menu) and switch it back on.

I think there is a plug-in available. Have a look here: http://audacityteam.org/download/plugins

I do not really recommend VST plug-ins as they are only partially supported and can cause major headaches, so go for LADSPA or Nyquist plug-ins.

It's best to use a media player that is not WMP. WMP has lots of nice features designed specifically to lock you in to exclusively using Microsoft product$.
