Shutting down pulseaudio may be worth trying - it seems to make quite a bit of difference on my machine. Not 100% certain about Audacity 1.2 but think it is the same in this respect as Audacity 1.3 and will apply the setting to the exported audio. It will also be applied if you do a "Quick Mix" to the track. Same for the "pan" slider.
