Are you using the correct version of Lame? It needs to be the version from the main Audacity web site.
128kbps CBR is about the most standard form of MP3.
Also, WMP may be choking on the ID3v2 tags, so for compatibility with WMP, Export with empty metatags and use WMP to add the tags.

Best suggestion that I can think of - don't use Windows Media Player. There are lots of better options freely available - VLC, Foobar 2000, Media Monkey, WinAmp, MPlayer .... (and for Linux only, the excellent Amarok and Rhythmbox).
