I am using opensuse 11.0 Audacity 1.37 and Lame 3.98.2 is what is shown on the Import/Export window in preferences. Are the preferences windows different say for Windows version and Linux versions? I'm not sure in Audacity 1.2, but for Audacity 1.3 - "K" key to move the cursor to the end of the track SHIFT + mouse drag to extend the section to where you want it (3 and a bit seconds in this case) Generate menu > Silence > OK Now select the sound and the added silence and use Repeat. O...

You probably have the wrong version of Lame.
Note that you have posted in the 1.3.x section of the forum, but you say you have version 1.2
