Go into Preferences (from the Edit menu) and switch off the option to "show Metadata Editor prior to export step"
It is probably in the "Import/Export" tab.

Whether or not you can make the sound play repeatedly in your phone will depend entirely on whether your phone can do that.
If you want a short sample to play several times, you can use the "Repeat" effect to make a longer (repeated) track.

All development on Audacity 1.2.x ended some time ago (release of Audacity 1.4 is due soon)
