Yes, Audacity supports WAV format (and OGG, MP3 with Lame, Flac and Aiff). The problem is probably due to compatibility (or lack of) with your sound system. The difference in the left and right meter bars may be just because of the slow refresh rate of the meters.
You have given very little information, but my guess is that you are recording a mono signal (is the recording input on your sound card stereo?)

Have a play with reverb.
Sometimes the effect is the reverse, where the "flashback" voice is close up with no effects, but all of the background sounds go swooshy.

The easiest way that I've found is to make a rough fade in the normal view, then switch to the dB view and adjust it. There's a discussion topic about improving the volume envelope feature.
