You can add a delay effect to something that is already recorded (https://manual.audacityteam.org/man/delay.html) but Audacity does not do effects in "real-time" as you record.

I do have overdub on. Yes, i also am using a USB mic on a Windows 10 laptop. I also have the playthrough on, my stuff is all plugged in correctly. Recording what? Your voice with a microphone? Which make / model of microphone, and how is it connected to your computer?

Using compressed audio formats during production is one of the cardinal sins for professional audio production. Don't you have an uncompressed version of the source material to work with? During import of ac3 files, audacity's ffmpeg has -drc_scale set to 1, which does a bad dynamic range compressio...

Recording makes a small recording, and playing that back sounds like a chipmunk played fast. Slowing it down doesn't fix it.

What are you recording?

Please attach the output from "Help menu > Diagnostics > Audio Device Info"
