First off I would recommend using Audacity 1.3.7 - there are many issues on Vista with the old 1.2.6 version that simply disappear by upgrading to the most recent 1.3 version.

The patch is for 1.3.7 - it partially works with 1.3.8 alpha (the current cvs version) but it has been made specifically for the 1.3.7 version.

Upgrade to Audacity 1.3.7 - it is a lot more stable on Vista than the old 1.2 version (lots of other improvements too).

Distortion is notoriously difficult to repair. If it is severe enough to sound bad it is usually too far gone to repair. You could have a go with the "Clipfix" plug-in, but you are likely to waste a lot of time for disappointing results. I would probably just bin it.
